4:17 so this one doesn’t help because you have to put the text layer, and drawing layer in each other, then duplicate it and make it white (or any other color you want it to be) and then save the image

There is multiple brushes for clouds. Go into your brushes abd choose organic and the brush name is cotton or go into elements and chose the brush cloud
