Never played Top Gear, but this track is very similar (almost identical melody line) to Lotus Esprit Turbo Challenge - Track 3. Here's my old remake of it made in Mad Tracker (Fast Tracker 2 clone) and running in Cubic Player:

WOW this is really interesting! It is truly the same melody like in Top Gear! Top Gear was a Super NES game from the year 1992. But the game you mentioned was released two years earlier! Thanks for that information.
