I'm a professional Android engineer working on implementing Google Pay into our application's sign-up funnel. Our business model is subscription-based, and our internal subscription API currently requires the expiration month of the user's payment method so that we can warn them about expiring payment methods to avoid failed charges. Is there currently any way to retrieve the expiration date from the user's payment method in the PaymentData object?

It depending on what application you do.

Most probably: If you are selling digital goods (software features etc etc) then you should use In app billing, if you are selling physical goods then you might consider Google pay

Country availability is different for various APIs and product verticals inside of Google Pay.
The online APIs are available everywhere the supported processors operate (you can see the list of processors currently supported under g.co/pay/api ).
Which processor or gateway do you use to process payments?
In which country(ies) is your application available?

You can use a library that changes the data to a QR code and THEN sends it to the Google API. It's not really going to make a difference to the end user
