regarding flats: you said that it is equivalent to a tapped speed and you lose less time at the end (less drop).
even though it is true that you don't fall as much at the end, the time it takes your player to fall down onto the flat (as oppose to immediately jumping again when doing speeds) actually loses you more time overall compared to doing speeds. this is because the vertical acceleration builds up a lot more on the last fall to the end island, covering the distance much more quickly, whereas on each flat, your vertical speed remains relatively quite slow throughout each jump
the only time when flats are useful is when the regular strat is inoptimal (e.g., if you have to do a full block start and sc; but flats allow you to do slab start and dc.
the raw speed (b/s) of flats are much slower than speeds.

you can reach 3.7 if you do perfect 5 block flats and perfect momemtum and the hardest is to do 4 block extension and double headhitter or triple if possible

with TAS no certain strat only normal max 4b full tap hh 3.75 is possible so yes 3.75 without any special strat is possible but would be very challenging(performed with a 45 strafe at the end though and double hh and 1.05 4b)

3.75 should be possible. 3.8 without gain is possible and with 5b flat and late turn gain 4b speed (all with perfect mm) could make it happen
4b flat to 4b speed is all we need to do a dc, a 5b flat would be slower
