That plate in the front is an Evaporator.. and the other one on the back is a Condenser coil. The evaporator absorbs heat from he ambient air, thus cooling the plate, making ice from the water supplied. The condenser in turn rejects the heat absorbed from the Evaporator... creating one big cycle. There is much more to it than that as well.
I just wanted to see a video on cleaning an ice machine I had to jump to 13:33 to skip you talking about a dead machine. How do you triple flush a small Ice Machine that doesnt have a dump feature?
All ice machines do not come with a clean toggle switch. Flakers and nugget machines do not come with clean toggle switches. All commercial ice cube machines will come with a clean toggle switch.

keep switching it from clean to off. at the start of each clean it dumps first.

Can you use a non rinse foam coil cleaning spray to clean the coils??? such as one used on AC condensers?

No sir it’s a reason why they designed a special agent for it , am sure coil cleaner is a killer
make grill on that place to kondenser wont stay all time in water
