The ‘tiny’ micro lock was designed to lock your suit case zips together. They don’t actually ‘lock’ as such but they secure the zips in place and any would be thief would have to fiddle with the Biner in order to open it. It works well too.
It's an option. Ones with locks cost a bit more than those without them. The poster just bought a mix of s-biners with and without locks. Last time I shopped, there were more color options for non-lockable s-biners.

At the time these were the options. Personally I wouldn't want a lock on all of them as it makes them less convenient to use.
