so we have tata tech ipo coming out tomorow, and maximum price limit is 15000 for a lot size of 30 so on bidding days before it gets listed on stock exchange, the total price on bids cannot go more than 15k right?

Company itself offering. If you buy your money goes to the company and you get the shares.
