His name's Art Lofredo. He was a camereman at WJKW (now WJW) when Big Chuck & Lil' John were on the air. He appeared in a bunch of skits like this one, where they lipsynced to old comedy bits. Art wad always hilarious. He would make the weirdest faces. Growing up in NEO, these guys were a must-watch every week. I really miss those days.
