As someone has already mentioned get the Dutch involved. It's BLATENLY OBVIOUS!!! they know what to do & how to do it. When it comes to cycle lanes & infrastructures it seems the Dutch are number 1 in this field of expertise.
Now that Vancouver has some safe all-ages infrastructure, maybe BC can get rid of that mandatory helmet law, to make cycling even more casual and accessible. I'm sure they'll see cycling rates skyrocket when they do.

Cars keep more distance from a biker without a helmet and people without a helmet, take less risks. Even in countries like the USA and Canada where it's more dangerous than the Netherlands, it's saver to ride without a helmet. The helmet is designed for a surten impact and an accident with a car, the helmet will not save you at all. They investigated it in countries where people where a helmet and the result was, not wear a helmet is a lot saver. So yes you can think that you are saver with a helmet, but the fact is, is that the opposite is true. You have more risk to get hit by a car and the numbers show it. The way you ride plus the cars keeping more distance, makes that you are way saver than as you use a helmet and think that it is saver than riding without a helmet. My advice, ditch that thing as you want to be save.
It sure is! Just look at the buildings at the background, they are typical Dutch. But mostly the number of persons on one bike (however this is NOT common in the Netherlands...), and even more: No helmets.
The rest of the world catching up on the Dutch? Riding a bike makes you more mentally alert, out of sheer survival need. That fact alone is enough to get people on their bikes and out of their cars, where feasible.

Also people think that a helmet will protect you, but as a car hits you, a helmet will not do anything because a bike helmet is not designed for that. So as they really want to be save, they need to ditch the helmet. Bike city? Predestinations and bicycles on the same road! That's a fail and dangerous. You don't want to be hit by a bicyclist or hit a predestination that makes that you fall or steer into the road where a car hits you. They still need to learn a lot and you can see that they watched ad the Netherlands and did not understand it that well. It's a start but not a very good one.
Learning to drive a bicycle in traffic is no different than learning how to drive a car in traffic. Start by driving around the neighborhood. After building confidence in doing that move on to secondary roads. Keep practicing until you're comfortable with all sorts of traffic.
There are NOT non confident cyclist, wether children, seniors or others. There are agressiv, selfish cardrivers with no empathy to other human beings and their needs.
Get the Dutch involved and you will end up with the best system.

I personally will wear a helmet, but you’re right if you force people to wear a helmet it will only decrease people cycling.
