Did you do a boat tour or just go out on your own? We're freediving there tomorrow, hoping we can just swim off the beach and see them instead of going on a crowded as tour boat
We went just a few weeks ago and you must do a tour in Oslob as the beach swimming area only allows you to swim around 5m from the beach in the shallows. Try Bohol and/or Puerto Princesa if you want a more free style experience with the whales. They are paid tours but from what I have heard/read they arent as busy as Oslob and have more freedom with the swimming
