Regarding the sims cash, you can download mod apk but with precaution in mind and in terms of patience, it gets a little boring over time and hard to think of house ideas but if you are motivated, you can surely build a great house!

You can get special stuff when participating in Sim Festival, Treasure Hunt, etc. If you were unable to get these fence, I think you have to wait for the event rerun in order to get it - it depends on EA what event they will have a rerun. I don't know if my comment helps but thank you once again!
