That’s right mate, most council tips once it’s on the ground it is basically property of the council and they won’t let you take anything. Here in Bristol they have reuse shops located on tip sites recommend checking them out if you have any.
I figure they have to put rules like this in place to stop people coming just to comb through everything and take items to sell (and all the potential risks that involves with people doing silly things like walking in to skips etc).
