Can't owls move? It looks cruel. They deserves more freedom. So sad.
As long as I know they are free after business hours. Unfortunately all pets have no perfect freedom, I think. So at least we should give them a lot of love. I am not sure what is perfect answer about this.

Nope. Owls don’t belong cooped up in a building unless they can’t possibly live in the wild. They are not domesticated pets.
This is awful, they are on chains. You should set them free back to their natural habitat.
