similar incident had happened with my daughter. when i questioned the lady teacher in a nursery school. she told me she ll make a police complaint of sexual harassment. I told her it is negligence, they have to keep a 24x7 eye on the children as they do fight. Here, the class teacher should had attended the child immediately. Now the child is under psychological stress.

How will the teachers know how serious the situation was within the children. You can imagine 7yr old hitting is so serious. Now a days teachers are blamed for anything.
