First rule is first, in corporates people don't do SIRS OR MADAM or even in the interviews as well. Secondly, many interviewers would not want to reveal the budget for the position. Reason being, revealing the budget would not do any good to the potential candidate. If you are not from a elite institutions or exceptionally good and you are a fresher then YOU ARE NOT IN A POSITION TO NEGOTIATE, so there is no point of beating around the bush. "As per the company/market standard" would suffice.

First you say dont stay quiet, let them know what you think you deserve. Then you say dont quote an exact figure. Then you say dont first tell them your salary expectation, ask them what they can give. Then you say that I should ask for my roles and responsibilities when the salary is being discussed, which means that you are actually negotiating salary even when you are not aware of your roles and responsibilities. I think you need to make up your mind on what advise you actually want to give.
