    Signing a decree means nothing. So the Russians ought to hold their horses. People make religion, not the priests.
    Back in 1840, king Otto of Greece invited evangelist and Lutheran missionaries who were funded to preach the Greek public out of the orthodox ways, away from the ecumenical patriarchate and away from Russia, which greeks idolized at the time. Nothing came of it. Greeks were starving but his efforts were subotaged by the greek veterans of the war of independence. This is how faith is earned, and there is no shame.
    The Russians should be patient, and not too quick to see what will come of that decree, which orders religious peace. They should also see their own faults in this. When the greeks quarreled with the Romans and the Armenians back in the middle ages, all christendom lost, among them greeks mostly(who supposedly had the canons supporting their claims) . Russians should take lessons and stop facilitating pro-Islamic policies of intra Christian confusion.
    Don't let me be misunderstood. Mr Putin's declarations, that our Patriarch's motive is financial, political, and arrogant is laughable. It is most certain that His Holiness is merely trying to keep a watchful eye on the orthodox teachings in Ukraine, once priests with pro-russian connections(who were always trustworthy in their orthodox ways), have been de facto barred off sovereign Ukraine for years now. Is there anyone who can challenge this fact?

    Unless I see that guy under a russian(or any orthodox)episcopal hand to receive under confession and repentance the remission of sins I dont recognize him.
