With "Crack baby" she is reffering to a once newborn baby born with an addiction to Crack inherited from her mother, and using it as a metaphor for someone that wants and needs something that they have never experienced in their life(like a baby that needs crack when they haven't experienced it on their own, only through others). This emotion could be interpreted as happiness, but when I hear this song I think about love, and how many of us wants it without having a try of it.
