Basements are pretty rare in Texas. Our frost line is a few inches, so there is little site work before hand like up north. Also, Most of Texas is limestone, excavation can get extremely pricey.

In my water filtration system the plumber installed the sediment filter before the carbon filter. It nice and brown after 8 months

sediment is after in order to catch carbon particles since this is upflow

It's a nonbackwashing filter, not a softener.
It does soften the water tho
