They were under a U.N. arms embargo since the year 2000 which was relaxed in 2008 but, they still had to disclose what they were buying every time to the U.N. Apparently that stipulation has been relaxed even further this week, so they no longer have to constantly disclose what they are purchasing to a degree. But yeh, it's basically an embargo to prevent more deaths in an area that already suffered 6 million deaths in the bloodiest war since WW2.
