Hi, that was fondant to cover the cake. I didn't make it, i bought a ready made fondant and i just coloured it with blue. You can make fondant though, there are great recipes on how to make fondant. Hope this helps.
Apparently no, i printed it out then put some mod podge with glitters to make it shiny. I had the edible topper but it was quite big for the cake so i just made something else😜😊
