What's the meaning of dotted line in a plan

There are many dotted lines bro mybe you could tell me the exact time stamp in the video
The dotted lines under the stairs with the intermediate landing show the position of a beam where the stair is connected
The vertical dotted lines show the position of columns columns
Clarify with the time stamp for clear explanation
