This is more or less equivalent to the merger of Germany and Austria into just one nation by the Nazi government. Nothing in the universe is completely positive with no side effects, a national development is by no means an exception. Even though I'm Japanese, I don't understand what the lyrics of the song exactly mean. This is because most of these songs at that time were written in classical Japanese, which is far from the modern one. So I always understand the meaning from the English lyrics lol.
