Ive worked on a lot of old cars doing brake jobs. If you used a dry lube & didnt install a grease seal or the caliper & put the wheel back on il bet it would spin just like that with precision with a balanced wheel. I vaguely remember working on a 1960s car with worn drum brakes and was amazed at how long the wheel spun. The bearings were almost dry before i redid everything. That roulette wheel looks like a very precision piece of equipment & very well made with its tight tolerances . The bearings used here are the same type they use in motorcycle engines especially 2 stroke dirt bikes in the engines and on the wheels with a grease seal on the wheels.

There are scoreboards that have a camera at their top or even built-in into the scoreboard. Many roulette wheels have also a special camera at their body placed.

That pattern you showed, under the wheel, is actually pretty special as it tells the sensors where 0 is, the direction of the wheel, the speed of the wheel etc. As far as determining where the ball is / winning number: If you look closely at a John Huxley you'll be able to see they bounce a laser off the ball in the rim and in the pocket. The wheel then uses the pattern under the wheel + where the laser bounces back from the ball to determine the pocket. I can't tell you how the Cammegh wheel knows where the ball is because I don't exactly know, possibly witchcraft. I can say that it doesn't need a special ball to work though. Older wheels, without any sensors built in, would use a reader head that sits on the edge fires lasers in.
