The first Otis Gen2 that I discovered was at a medical building in Coral Gables, Florida and it had 14 floors with a 13th floor.

How come the 1st elevator only stops on 5 and the 2nd one doesn’t?

I have no clue. Probably one elevator car is used for service as the fifth floor is probably like a housekeeping area of some type.
