in the absence of zoning tools, you can upgrade the side of the road you don't want zoned to a quay wall, let things grow up then remove the quay wall afte so you aren't stuck with a railing on one side of the road...-there is also the technique of laying a bit of pedestrian path along the side of the road until you get zoning to face where you want it to. That one is hard to explain in words but there are videos abound on that technique

Thank you for reminding me about the wall!!!! I've done the path one before and it's just meh for me.
With all that water front maybe some cruise ships 🛳️ and ferries ⛴️ to create a more nautical lifestyle 🌴
Unfortunately, there aren't any ferries in CS2. Maybe in the future. But cruise ships are a great idea too.
