It’s hnk Applique paper- it’s been cut into epp iron on templates. You can get it in letter size sheets or the precut shapes.

Could one use double sided appliqué paper instead of glueing the sides down?
possibly if there was such a thing but I'm not aware of a double sided fusible that washes away like our applique paper does.
