Its actually not that overpowered because the slowdown effect disappear before you can land more m2 because they can just simply play passive and the m2 deals good dmg but if they land an m2 back its equal because of the self inflict, the ult can only be used in the enemy's third down because it also has self inflict, so overall i think its: balanced - below average
