hm does that work as zed xD ? i think the answer is based on my items runes and laning phase ?

This is generally true and can be used honestly no matter the champion or lane you will be playing at
Now for example with mages or (some) assassins you will have ranged abilities to burst/poke from a distance but having the space to work with (AKA Freeze or simply being as far away from their tower as possible, the farther the better) is always going to be in your favor
Get them low on HP or simply killable and pin them down under the tower forcing them to either get the recall losing CS (XP GOLD) or to stay trying to get the CS and most likely die/get dove
You will have to be careful though once they will be under tower because well you will be far up on the lane which makes you gankable so dropping down a ward once you start surpassing the middle of the lane will be a good thing to do and sticking close to the side that you warded
