When dividing the tangential line into 8 or 12 equal parts, do we assume the distance between each part or divide the length of the circumference used to draw the line into the 8 or 12 parts?

There are two ways to it but the distance is not to be assumed. Firstly,you can use your compass to pick the distance from 1 to 2, 2 to 3 or any of the equal divisions be it 8 or 12 on the circle. You can also use 2πr to calculate the circumference of the circle and then use it to draw the tangential line. If the latter method is adopted then you just need to divide it into either 8 or 12

When it comes to inferrior and superior trochoid which of the circles do we divide, the big or the small one?

For inferior trochoid you will divide the internal which is the small circle while in superior trochoid you will divide the external circle, the division lines will cut both the external and internal circles because division lines start from the center of the small circle. They are called concentric circles.
