I was confused myself. Simply it's an icon button that who would guess. Anyway here's how according to the gimp website docs.gimp.org/en/gimp-tool-smudge.html "Normally, tool options are displayed in a window attached under the Toolbox as soon as you activate a tool. If they are not, you can access them from the image menu bar through Windows → Dockable Windows → Tool Options which opens the option window of the selected tool."
Thanks for the video but is there any way to erase the brush from the dodge and burn tool? Like when the brush was too big and you just wanna adjust it a little more. Or do i have to remove the whole thing?
I haven't got any of the control panel such as: size, aspect ratio, angle. I am using windows 11 and I have the latest Gimp version. Not only that the dodge and burn functions are on the same settings. Any ideas?

Maybe try this. Select Edit on top left > Preferences > Tool Box and then Disable Tool groups. Then in Preferences itself > Icon Theme > and select Symbolic . Also set Icon size to Large you will get looks nearly like his , he has some blue color theme since he is using Linux , but using the above options will atleast get you the icons like his

This is helpful, but can anyone tell me: - how to adjust the exposure level, or opacity (similar question for clone tool)? - Is there a way to show brush-size presets, so you don't have to use a size slider every time? How to you get those options for changing size, aspect ratio, etc., for your brush, eraser, smudge tools?, I can't seem to find it.

Beneath the tool box there are a few small icons consisting of tool options, device status etc. Select the tool options

I recommend looking at Ansel Adams to understand what "dodge and burn" actually can do to a photograph!
