As someone who has removed spray paint from my driveway will a lil bleach, can some explain how this is a $950+ job? I am open minded and just want to know if I am missing something or not

I live in the city where all of these are. They are on a IHOP and on the back of a Hotel facing a movie theater. I bet I could find more if I looked. I’ve been very curious in finding the reason why these are there and who “Zachary Scott” is.
Felony vandalism is $950 or more in damage. Less is a misdemeanor.
When the case goes to court, there’s a chance the defense will cross examine and try to make the case that this is an inflated price to elevate the crime to a felony instead of a misdemeanor.
