Your video is very good, however, you cannot guarantee this Power Supply is good. I've been repairing these for years. You got High Voltage, however, you need the trigger circuit to send a HV pulse to discharge the unit into a Xenon tube. you have not finished.
That is the problem with mine. High voltage is there, no trigger voltage.
@@halbrown7121 you need to check for the cause which does not allow the trigger pulse to arrive, sometimes its just a resistor...
Do you have a email address that I can email you at? I have a Whelen Edge Tow Bar that will not strobe. But that break lights and the rear work light will work. It has always worked very good up until the other day when it was heavy raining and the bar was on for a few hours straight. I don’t know if water got it some how and blow something.
Just wondering if you can list the fuse you replaced. Thanks.

@@JS-lg7vm I ordered a new one from Aircraft Spruce that took months to receive. Installed it and remedied the problem.
