Then the rise of 3rd party drugs make things far worse. We know most jobs like fast food, construction and so on will be automated but what jobs remain for these people? There are new jobs for those in the middle class but those near poverty are just getting fucked the way things are and unless governments or society as a whole provides some new system then nothing will change...

TL;DR - Moving, in any capacity, is a process that is costly. Especially when you're broke, in debt, have no car, few friends, no family, etc.
the city i live in already has a relatively low cost of living, and it is still difficult to live here. not only that, but even in the event that i were to move, the cost barriers that would be in my way are damning. getting up and moving to some place entirely different is not an easy task, especially for someone already struggling. many people are living paycheck to paycheck and STILL not making ends meet, literally just barely surviving. significantly easier said than done. many of these people don't have cars, they're already in debt, and even worse, many of these people are simply alone with nobody to help them. imagine trying to move someplace new with no car, no one to help you, LESS than zero dollars in your bank account, predator land lords, an unfathomably inflated housing market, unlivable wages, lack of job opportunity because you couldn't afford to get higher education, i could sit here for hours typing reasons. the opportunity to move some place new, is a luxury.
these are issues that can be solved as a society, but not if we continue to dismiss people and their issues as vagrants and lost causes. maybe they got themselves there, maybe they didn't. who cares? why did we form a society if not to help each other?

Petty stealing of just food/hygiene products etc below a certain amount should be fine. It's shitty to do, but at least it's for survival. Even though where I'm from there's lots of places to get these things (shelters, food banks, charities or even apps where they throw out food or discount clothes for the equivalent of 1 dollar or so).

They don't have slave labour, they don't have a feudal society. The real issue is the jobs are not available to everyone. There are always fuck ups, stupid people, poor people and those who lack ambition in society. In history they were either put into slave labour/easy manual jobs that could be hired at mass or were executed/ left to die by those barbaric enough but now with most low economic jobs becoming irrelevant there really exists nothing left for these people and the disparity in economic status and also the sheer population growth doesn't support it.
We are at a time in which lots of jobs are useless, owners also cant financially hire more people and things are becoming more automated but we have yet to replace those jobs to those on the lower end of the economic scale. Then the rise of 3rd party drugs make things far worse. We know most jobs like fast food, construction and so on will be automated but what jobs remain for these people? There are new jobs for those in the middle class but those near poverty are just getting fucked the way things are and unless governments or society as a whole provides some new system then nothing will change...
The US is one of the easiest countries to make money, if California is too expensive for you then move to another state, these people don't want to get a job, stealing shit is way easier for them.
