I imagine these wheels will be used on the subcontinent. They might be used on roads that aren't great or used at high speed. So perfect balancing is possibly not that important.

Employment, learning skills, minimum material waste, minimal machinery and tooling. Basic, does the job and gets recycled into something else or repaired. I’m impressed-great job you guys.

So I would like to suggest that idea instead of complaining about your work conditions which I know are not that great and your tools are the best that you can have. When the man was putting the center part of the wheel on the lathe he was having a hard time centering it. He kept on having to hit it with a hammer. What I would like to suggest that you do is make a cone so thick metal at the back which is the same diameter as the hole in the rim and then have it go a little narrow to the front have the hole in the middle of this cone be the same diameter as the shaft that is on the lathe. Slide the Conan against the back then slide the center of the Hub against the cone which will automatically Center it then screw the screw on with washers to push up against the front of the cone and you can have it all done in one action. I don't speak Pakistani and I don't know if you understand this but it really would get rid of the problems of trying to Center the wheel all the time
Never run a lathe have ya? What you're suggesting works fine for retention pressures needed on a tire spin balancer, but in order to put enough force on it as you describe to keep it from spinning while being turned with a tool would most likely cause deformation of the hole. Material spinning in/on a chuck is a BAD thing... and expensive... Try running some of the equipment some time, you'll get it....

Just because you lack the ability to do something doesn't mean others also lack it. You also show your lack of lathe operating ability and how things work. Anything from the dimensions of the center hole to the center hole of the chuck to the ability so secure the part in the chuck while trying to use your "cone" are all parts of this equation. That's to say nothing of how many of us have hundreds of dollars worth of analog and digital indicators and STILL bang on the parts to center them in the chucks. When you're good enough by eye to pick a point on the lathe to watch and you can rotate the part around you learn how and where to hit it to get it most of the time within thousands of where it needs to be. Then it's a matter of what are the tolerances of the part, does it matter if it's just a few thousandths off to begin with as you'll be machining it correctly to the axial center of the machine anyway... Did I type this too fast or use too many big words for y'all to understand all this or????

I work in a metal fabrication factory. It's a requirement to were steel toed boots. These guys are not even wearing boots at all. They're not even wearing shoes. No ear plugs. No safely glass while operating a grinder. They make a living now but they're all going to end up deaf, blind and no toes. IMO, incredible.

Contrary to previous "crankshafts..." here many of simple improvements can be made to ease labour. Bushings, calipers, etc... Sometimes operations are ineffective. What quantities, and how often it must be made?
Also the angle between the 5 holes is done by sight. Some simple reference pins on their punch table could help with al this? But probably they balance the wheels all out after?
