It’s visible that the police standing there watching and the officer on duty are neglecting their duties. If citizens observe cases in which the law is broken(possible identity fraud), it’s a civic duty to act actively or passively. Mrs Latha apparently did that.

For all you know there could be a man under that black dress. How does one ascertain firstly if it is a woman and secondly, if that woman is in fact the same as the ID document she is carrying.?
It is OK if a particular religion wants its women's faces to be covered, but if that woman has to step out, more so for something related to her identity, common sense dictates that she reveal her face.
But to expect comment sense from them is too ambitious an ask.

It's intriguing that burqua/ pallu clad cannot be checked up ? In fact all should be checked up as a matter of routine by booth staff to check the veracity. Lot of loopholes in the system.
