I'll agree with you on the Boltons, those little buffs are going to do nothing for them competitively. Still I'll bring that trash army to LOTN 7 with no expectations on winning. I do find though Sundering to Steelshanks Comm could be a serious buff, and the spearmen buff looks nice but might be a little hard and situational to pull off. The rest are minor buffs that they barely make a difference.
Well I can say thus, I won't be hitting any events in s5. My objective was to play Boltons the entire year, and after a few games with my brothers starks here at the house... I don't have the desire to prove boltons can take down an event... if I am going to an event I am taking my greyjoys and I am bored of my greyjoys currently... maybe my Greyjoy weenie list can invigorate me. Glad I went filthy casual, I can enjoy my boltons and not care.
Now I'm more of a filthy casual than competitive but I'll give my perspective anyway. Balon was barely nerfed; would prefer 6 points cost with proper Outflank mechanic and no tokens. He is no fun to play against as is in friendly matches, he gets to bring back a pesky 9 point unit that was already hard enough to get rid of and now they can just stroll back in with a rear charge, ridiculous on all accounts! People are not kidding when they say he's a crutch for Greyjoys. Is Doran Martell a buff? I think I'd rather face this coming version of him than the passing one, on paper. I'd rather deal with Doran's buffing and debuff tricks than him stealing 3 important VPs and messing up the order of my NCUs. He brought this unique flavour to the game where it was a dance off against a cripple in a wheel chair on the Tactics Board. Now as an opponent I just need to aim for watergardens to slow down his progress to 4 order tokens which he'll get sooner or later. My thoughts on NW is that in their prime they were unfun or frustrating to play against their faction deck. Now the shoe is on the other foot and as a Bolton player, I send them my regards...
