I'm pretty sure if Kuroko were to level up to 5 She wouldn't need to touch things to teleport them. Just more like point or aim your hand towards the thing you want to teleport. I think

That little arc is from Index. There's no point in showing it again in Railgun . And touma got involved when a Misaka clone came to his house to ask for help, Touma found Misaka (original) and joined her to save Koroko while Awaki ran away. In the end, Accelerator came looking for the briefcase that Awaki was carrying, certainly this briefcase had to do with Last Order and the Misaka clones, that's why Accelerator got involved and the clone went to ask Touma's help in the beginning.

Why she didn't come near and touch her to teleport her outside of window since she can only use her teleport to objects not herself. If Kuroko teleports her outside she could fall down and die.

In manga of Railgun, there's chapter when she teleport some drug into her blood. So, if she can do it, isn't she can teleport something into human like that what she did of herself?
yes she can... she can also teleport any human she touch into an object a column for example. but she ain't that blood thirst... her only aim is to catch the bad guy and immobilized them at some point. well as a person who had strong sense of justice.

The fight actually made me hate the show. Despite both being level 4 the difference in their powers' strength was overwhelming. It was also upseting how both Index and Railgun have a very interesting set of characters but they never get to shine because either Misaka or Touma steal the spotlight. My point is Kuroko's and Awaki's fight lasted less than 5 minutes. Kuroko lost quickly because for some lame reason she couldn't teleport. Inever recall anything like that with Misaka and her fights(Touma's too) are in general a lot longer.

The only reason why she is still considered a level 4 is because she has suffered trauma preventing her from being able to properly use her ability to teleport herself, and that has a negative impact on the score

Teleporters can't teleport each other because it would interfere with their respective calculations. It's in the wiki page.
Kuroko did not won because she is limiting herself to not kill awaki. It's strong raw power (Awaki) vs precision and accuracy (Kuroko) .

I think if there is a disruption in calculations, they fail. Another human's slight movements would mess up the calculations
