I am in California, where sunlight is not as harsh as in North India. So I give it as much sunlight as possible and I have covered the soil with a polybag so that it can maintain a humid temperature. It has been 2 weeks since I sowed bael seeds, but there is no result. I used gardening soil with compost. Is adding sand necessary for good results? I have bought fungicide after watching this video. Please suggest what else should I do.
First of all check the seed planted in the soil whether the seed is rotten or alive. If the seed is right, then you should check the soil whether the soil is too wet or not because the seed does not grow due to too much water.If all things are right then you will wait for few more days and the seeds will grow.If possible, cover the soil with dry leaves or dry grass instead of plastic.About 20 - 35 ° C temperatures are needed for bael seeds to grow.

Ji fresh seed se grow karna hai waise dry seed bhi grow ho jaayenge but uske success results kam mil sakte hai

You can store the seeds but you will have a low success rate of seed germination.
