Orlando was poorly planned. It should have been designed with more affordable housing in downtown so it would reduce traffic. Only housing in downtown is either for the rich or for welfare users. Nothing for the working and middle class. You can't just keep building $400k houses which the majority of people can't afford due to inflation
Tolls require an alternative route which does not exist. PLUS its illegal and federally barred from tolling an Interstate. You CAN however toll an express lane (a choice) and charge for a fast lane on the interstate

Look at the Katy freeway any changes? It’s the biggest highway with the most lanes and still gets clogged

Worst traffic I’ve ever seen period. So bad and so many bad drivers too a cocktail for disaster. No matter what is done the problem will still persist
Duh!! . Too much growth. Limit building permits and road expansion. Too many people in Orlando and Tampa. If youre thinking of moving here, DON'T!!
