I think it started with Euron: Euron exchanged a Dragonegg for the murder of his brother.
Jaquen told Arya - at least in the show when the writing was still in control by GRRM, that he did kings, too, but that it took time. He was about killing Balon, but not in a hurry, because he or the Elder Brother probably wondered what to do with their egg, they had taken as payment - and I think, they had heard about the Others in Braavos, being right across the Shivering Sea and a first adress for fleeing Wildlings, and fighting Icedemons with firedemons seems a logical thing. And who knows what it needs to hatch a dragonegg: The old Targaryens in Westeros.
The castle-archives in King's Landing would be the first address. There the faceless agent might have been unsuccessful and have heard that the private stuff of the Targaryens went to the cellars of the Red Keep (Cersei and Jaime dressed as Elia and Rhaegar). And how to explain that you want to search the king's cellars for old private heirloom-books on dragonhatching, that might be tossed in with some old robes... better to sneak in through a secret entrance, and if you found in the normal archives some expenses a former hand had made for a private tunnel to the cellars and from there to the city... You seek to be employed by the Hand to be able to skip in and out of the cellars without being noticed on other guarded entrances...
And I think that was under the cover of Syrio Forell, the dancing master (I still think, Cyrio Forell is long dead and only an used face) The description of Syrio made we wary: he could fit through the passage Tyrion got back into the tower. And Syrio could have used the Tower of the Hand as an unguarded entry to search the cellars without anybody wondering what he did in the Tower of the Hand, if he trained Arya for perhaps two hours a day, and probably even got a servant's room there.
I think - since we didn't see him die: Syrio got himself arrested, being a foreigner and no Stark loyalist, and tried to finish his research, probably killing somebody in the Red Keep's jail, to get out, (probably the original Gaoler, Varys took the identity of, but Varys might not be that happy hearing some facelessman wanted to search the royal cellar for dragon-magic-books, that might also come handy for him, if he wanted to install fAegon. If a Braavosi wanted to search for magic-books, he should go to Castle Black and search there, not 'his cellar' and had him dumped with the really bad boys, in the hope Rorgue and Biter might do for him, but I think Syrio killed Jaquen in front of their eyes and changed face, and the 'tough boys' got freaked out, witnessing him changing identity (asides Varys hating magicians by itself being a perfect reason to get landed in the black cells.)

He was only captured because he allowed himself to be. So that he could get to wherever he was tasked to get to, to carry out his mission.
Definitely a storyline that could have been more thoroughly fleshed out
But so were many other stories
But it was a 8 season series not 15.
Like it needed, to tell all of the stories
      Properly

I think Cersei hired a faceless man to kill Ned on the way to the wall. However, Littlefinger talked Joffery into going against Cersei 's wishes to have Ned sent to the wall , and have Ned executed on the spot.

I think anyone can make a video and record their own guess of why he was there. He was there because George Martin wrote him in the book to be there so he could meet Arya. plain and simple.

Not only was he in the cage... he was in the cage with the most heinous offenders among a group of thieves or even killers and ar-pists. So what did he do that was so bad, that he even had to be in that cage?
