Liquidity simply means the flow of cash. It should be called rightly as Liquidated damages (damages that can be measured even before the loss) and Unliquidated damages (damages can be measured only after the loss).
Liability and duty both are synonyms to each other. If you have a right not to be injured by others, you also have a duty/liability not to injure other. What you consider as ur right, you vow the same as liability to others.
