fun fact, lugia was supposed to be a movie exclusive pokemon according to its creator, takeshi shudo, which is probably why it feels so neglected in gen 2 and they had to make up lore for it in the remakes. also less fun fact, this same guy is the reason why in the pokemon world lore 10 year olds are according to him "treated as adults". yeah.
