Looked up church in interregnum and it means this church doesn't have a priest assigned to the parish. So there may be budget issues with maintaining the grounds or what part of the cemetery is to be maintained. The bells might be automated even just a loudspeaker with pre-recorded chimes set to play at certain times. Either that, or it's God's burglar alarm. 😁
