They're not passing the buck, Dyatlov assured them that he will make sure the test goes without any complications whatsoever. So that's on him, the accident itself.
That's a real thing, too. it wasn't the Cherenkov effect, though, but ionization. Gamma radiation with enough energy can cause the atoms in air to separate, which gives off the extra energy as a photon. this happens all the time, but you can't see it unless there is a massive amount of radiation. the Cherenkov effect is.... similar, but not the same. you see it as a blue glow in the water when a reactor achieves criticality.

for those wondering, the 15000r/h estimate of the area directly above reactor 4 is equal to 150 Sieverts, 1Sv leads to acute radiation sickness, 5 is usually where 50% of people die within 2 months, and 10 is lethal, dead within days to a week or two depending on treatment. 150 is lethal within in minutes, if that. for context 3.6r/h is equivalent to less than a chest x-ray. 200r/h is equivalent to annual background radiation. (iirc, conversions may not be accurate)
Hey at the very least Dyatlov didn't immediately try to blame his crew. In spite of his bullying, he reported only technical difficulties to his higher ups.
From what I've read .. Dyatlov character wasn't fairly represented in the HBO show as in he was yelling and throwing things ... i guess we'll never know !
There were a lot more people in the plant and control room doing the test, and Dyatlov was more of a "observer" than running the place. He also walked around the whole outside after the explosion and knew what had happened within minutes of the thing happening. The Chernobyl Guy has a youtube channel that has a lot of real history on it.
