Among the European countries, Germany is one of the most valuable economic, security, and even cultural supporter, benefactor, or partner of the Philippines for quite a long time now.

strengthen its trade and investment relations with the Philippines. This is just natural. Both countries have liberal bent, democratic ideals and are supporters of the rules-based international order.

My advice ...
For any defense procurement from the west, make first the US and then France a priority . US's special relationship with Phillipines would help mitigate costs allowing for US subsidising the purchase items in most cases . If not the US, France is next best bet .
They'd not go back on any commitments . Germany would . It's not really autonomous in its foreign policy unlike France .
That said , the best solution to the issue would be some kind of mutual give and take where no party gets to loose face.
In that regard , ASEAN shall be the most effective mediator .

It's not just because of that, as the ambassador says that most of the cargo ship go through that disputed area once the China has gain an absolute control in that sea they can ban any cargo ships that goes there as they please too. that itself can cripple a country in away that It will increase the cargo shipment cost, it can also be use as weapon economically and diplomatically. Having OIL and GAS in the Philippines is not an issue there if your talking about Money-Driven it will actually benefits the Philippines also because we are the one who will harvest it if it really true that Oil and gas exist there. As you can see we follow international law which benefits the country because those nation that take interest in the Philippines see us as a reliable partners in Asia.

If this is about Germany selling arms or military equipment, it's not good. The Philippines should not spend a dime due to the threat of war. At the end of the day wars are now fought in the air not in the ground. One powerful missile would destroy an island. Peace through diplomacy should be the prevailing theme and avoid war as much as possible.

The Philippines reaching out to fellow free countries is the right path ahead. We cannot align ourselves to China/Russia like Duterte did and we saw the outcome of that.
China cannot be trusted and while we are talking with them, they continue harassing us in the West Philippine Sea.
We should continue our current alliances and improve our economic situation. This is the only way we can progress and gain respect from the international community and even China in the long run.
