I was in Hanoi in June. All the people were friendly to me. Had lots of interactions. Saying hello and smiling made a huge difference. I plan on going back next year. Once of my favorite cities and I travel a lot.
The Old Quarter is a very very small part of Hanoi, and probably comparable to Koh San Road in terms of street sellers and scams. You will have a totally different experience out of the tourist trap areas. Vietnamese are extremely friendly, but can also be quite shy if they don't speak english, so learning some basic Vietnamese before visiting will help you experience the best of Hanoi.

im in Hanoi and i think i recommend it just for a very quick trip, but the scooters scammers and also girls that try to get you to their club its too much for me. And i think Vietnam has better to offer.
The Hanoians are like the Parisians , always on the rush and not very friendly . You should go to smaller cities like Danang , Hue , Dalat , Can Tho , Quy Nhon , Ninh Binh , Ha Giang , Hai Phong , etc... where people are much nicer . We always say that Hanoi is not Vietnam like the French say about their capital `Paris n'est pas la France`
Sir, you need to study your Vietnamese history - Ho Chi Min was not just "one of the old presidents of Vietnam", he was basically the founding father of modern Vietnam, a great leader considered as important as George Washington is in the US!

I was in Bangkok for two weeks, its not very clean either. Not as bad as the Philippines but not as clean as Malaysia.
