Can we disconnect one heater ( two in parallel for 2 kw ) to reduce heater current , if we dont mind longer time to get hot water ?
Calculate the watts consumed. Quick time high current or long time same current means no use. You can experiment. But see that no leakage of water or current.

This model is Venus Splash.
Some other models will have " spring type" ( like that of an immersion heater).
You have to remove it and just gently tap to clean it
