I don’t think it was a dream at the end because I don’t see how Recall would get away with having a memory plot for someone where they fight the Corporation as The Resistance.
It's left somewhat open-ended just like the ending of Inception, but it is subtly implied in this movie and in the original that he's dreaming in the end.

Read the short story but it's heavily hinted that the whole thing is him playing out his fantasy in recall. The movies are more ambiguous on whether or not it's true or not, but the story is a bit more...open to what happened. Philip K Dick Rules.
So far the most frightening part of this movie (6:30) is seeing him remove Obama faced bills from his safety deposit box. Politics aside, it was gross.
