It's legal in AL if the opponent goes at your knees (They still throw the flag sometimes because officials in Alabama are awful--and even the good ones are fun-hating boomers), it's illegal with no exceptions in some states, and in cooler states, like Texas, you can do whatever you like

People who are successful look for the best schools that afford their children the chance to excel in all aspects from academics to sports and they buy a home in that part of town and raise their family. The private schools have no such rules and can recruit, and most coaches agree to not allow these schools to compete in the public school classifications for state honors as it is unfair. They do compete in their own system and are recognized by the state which is the way it should be. The UIL now allows public schools to play pre district games against private schools if they wish.

They coach up the kids they get. Have a look at their game tape and roster on maxpreps. Nothing in size or numbers to these heavily recruited squads.

There are many states that legit don't even get recruited other than by in state recruits. This is why Florida has been the birth place for so many NFL players.

Hawaii kids seems short and much less athletic(except the QB) than the FL team.
Hawaii kids are tough but the DB's are so small and slow 5'4-5'8. Even most recievers are 5'8 and smaller. There are receivers over 6'1 underclassman here in Hawaii that are great and can gain yards in space unlike the St.Louis skill players which couldn't against STA. Not all your best players go to St. Louis.
