I think Jack Ma gave his speech because he was aware of ongoing investigations. There are many power struggles ongoing in the Communist Party of China and Jack Ma is on the losing side. He was allied with the previous Chairman, Jiang Zemin, who is an enemy of Xi Jinping. Probably Jiang Zemin does not hold much power anymore, he is 94 years old, but the power struggle between his allies and the allies of Xi Jinping is still a reality. By the way: there are power struggles within both sides as well. An example are recent clashes between Xi Jinping and the premier Li Keqiang. In China the way to power is winning power struggles. This is not only true for politicians but for billionaires as well. So I'm sure the cancellation of the IPO of the Ant Group has much deeper reasons than the speech of Jack Ma. As I said, the speech might only have been a move we can see on the periphery.
Yeah it seems Xi Jinping for now is the third most powerful Chairman in China after Mao and Deng. Maybe he'll even surpass Deng. Don't think it's possible to be more powerful than Mao himself.

I'd say it really has not much to do with the CPU core design. Samsung core designs were already very similar to Cortex designs. Also for the foundry, if both companies use the same, then there's no difference. What happened probably is that with the inclusion of RDNA graphics the GPU portion is now competitive and more efficient, and at the same time a new architecture layout will probably bring Exynos and Snapdragon really close in terms of CPU performance. Mere CPU / GPU performance is not enough, Snapdragin SOC is still far ahead in network performance, image processing, thermals and battery life, I'll still prefer SD if Samsung is lacks in these areas with the new Exynos SOC.
Odds are, Jack Ma may have done what he did on purpose; for many reasons, too varied to speculate upon. It's one thing to make indiscreet remarks about financial regulations/regulators in "friendly territory" that get back to those regulators, it's another to brandish them directly in front of those people.
